10. Amanda Waller
In Suicide Squad, Amanda Waller might not feel like a villain, but the reality is that she is just as much a bad gal as any of the members of the team that she pulled together. We understand that at her core, Waller is trying to save the world, but she is doing it by creating what amounts to human fodder.
Even if the team she put together is all villains, that doesn’t mean they are sacrificial lambs, and yet that is exactly what she did, she put together a team of villains to go up against an even worse set of villains. She was setting people up to die, and the idea of letting bad guys roam around with weapons, even with a kill switch inserted in them, doesn’t seem like the best idea ever.
Perhaps what makes Amanda Waller a villain in our book is the fact that there is a lot of moral ambiguity in what she is doing. She has no problem sacrificing people for a greater good, and if people die that is an acceptable loss.
Ultimately, we don’t get a lot of backstory when it comes to Waller, but she is still one of the more well-written characters in the movie. We don’t know her full motivations, but she is so committed and determined, that she ends up being this gritty character that does not need as much explanation as other villains.
We want to see her turn up in future movies, even if her scenes were rather limited. The thing is that she comes in right in the middle of our list because she could potentially be less villain and more of a mastermind. But for now, she lies in the middle of the villains because her intentions may have been genuine, but her actions are that of someone willing to kill others for an ultimate end goal.
