The Doctor (Voyager)

Our last choice is another somewhat unorthodox pick, but we’d be lying if we said we didn’t think this would make for some amazing television. The emergency medical holographic program, known as the EMH — or just “The Doctor” for short — was a sentient computer program who acted as the chief medical officer aboard Voyager.

“But wait,” you might say. “Picard doesn’t even know The Doctor.” While that may be true, out of all of the entries on our list, The Doctor is the most likely candidate to actually appear on the show. Robert Picardo has spoken openly about how he was approached by CBS about reprising one of his roles (he pulled double duty as The Doctor’s creator Lewis Zimmerman) in season two of the show. Though Picardo himself admits that the conversation was nothing concrete, given that season one hasn’t even wrapped filming yet, it’s more evidence than we have for most of the other characters we’ve mentioned so far.

Logistics aside, it would also narratively make sense for The Doctor to make an appearance in Picard. Being a hologram, his program doesn’t age, and it can be remotely transferred and downloaded — meaning it would be easy to explain a sudden appearance on earth. Additionally, The Doctor had close ties to Seven of Nine, a Voyager character who has already been confirmed to be appearing in Picard.
