11. Gavin, The Saviors

Who is he: As the leader of a glorified errand-run division of the Saviors, Gavin overlooked the Kingdom and their routine rations to the Saviors, and thus Negan. Although he basically stole supplies from the Kingdom and regularly put their lives at risk… and technically was a complacent accessory to Benjamin’s death, Gavin is more of a mundane Savior-related villain. Granted, we also didn’t see much of his impact, explicit or not, before the Saviors started to harass the protagonist communities. Although Gavin didn’t directly impact the communities, he destroyed a family with his leadership and was an accomplice to Benjamin’s murder (at the hands of Jared).

Worst act of villainy: Giving the orders that ultimately killed Benjamin, especially for such a petty reason (even by the Saviors’ standards). Even then, the impact of his orders (to Jared) to kill one of the Kingdom’s civilians affected other characters, as well as other seasons. The impact of Benjamin’s death aided in Morgan’s grieve-related hallucinations, which shows how impactful Gavin’s orders at the exchange were.

Weakness: Somehow, Gavin thought it was appropriate for a leading member of the Saviors to plead for mercy when the Saviors aren’t notorious for mercy themselves. While Morgan finagled with the idea of killing him, Henry took the killing hit (or cut). Gavin obviously deserved it.

Redeeming qualities: He technically was just doing his job. He isn’t a particularly relatable villain, but he at least wasn’t unnecessarily cruel beyond his intimidation tactics, stealing supplies, and delegating hits.

First appearance: “The Well” (season 7, episode 2)

Last appearance: “Do Not Send Us Astray” (season 8, episode 13… granted he only has a cameo in the episode via Morgan’s hallucinations, but it still counts)

Death: Henry stabbed him in the throat.
