4. Simon, The Saviors

Who is he: Albeit corrupt, Negan has a strict system of punishment and rules for the Saviors and the workers in his fortress. Simon didn’t play by those rules, and all because he wanted to extend his sadism to help Negan maintain his power (so he can later overthrow Negan himself). Simon is basically Negan’s main executioner. Knowing Simon, he probably volunteered for the job, too. Thinking he’s well-meaning, Simon doesn’t play by the rules. He’s the embodiment of unbridled anger and working as a Savior makes his rage fester even more.

Worst act of villainy: He killed off all the Scavengers just to prove his authority, despite the fact that Negan told him to kill only one Scavenger. Not only did that put Simon on Jadis’ hit list, but it also put Negan on there as well.

Weakness: At first, Simon seemed like the best right-hand-guy for Negan, but his persistence to lash out against Negan’s order shows that he was never really loyal to the idea of being number two in any villainous order.

Redeeming qualities: He ultimately died a Savior, and not even as the leader of the Saviors. There’s implicit justice in watching Negan kill Simon after all of Simon’s attempts to take on more responsibility and control over the fleet of Saviors. He overextended his rage one too many times, and his throat paid the ultimate price. His cockiness led to his demise. While that doesn’t make up for slaughtering all of Jadis’ friends, it does give us a minor bit of relief, especially since there isn’t any good in Simon beyond his death.

Death: Negan strangled him to death.
