Those who were surprised, however, shouldn’t be. As J.K. Rowling explains in the bonus feature, called “Grindelwald’s Escape and the Ring of Fire.”
In the feature, she explains how seductive and convincing Grindelwald’s character is. That this is his strongest power. Not the spells he is able to conjure, while they are certainly powerful, his words are in fact his most valuable weapon.

This is something that makes Grindelwald different from Voldemort.
"“If you’re not paying a lot of attention to the substance and the inherent contradictions in what he’s saying, it sounds very seductive, very plausible,”“It can persuade people that you or I might consider ‘good’ people.”"
What J.K. Rowling has said in the feature links in with what Director David Yates said about Grindelwald’s character. Yates revealed how they had to alter Grindelwald’s character because viewers were relating to him. He was too convincing with his words.
