Maybe, just maybe. Dumbledore hired Gilderoy Lockhart for a reason that is both hilarious and genius in Harry Potter and the Chamber of Secrets.
Gilderoy Lockhart being appointed to the position of Defence Against the Dark Arts teacher in Harry Potter and the Chamber of Secrets was highly questionable. Hagrid pointed out that Dumbledore had no choice; no else wanted the job, but maybe it wasn’t that, maybe it was for one reason that only someone like Dumbledore could ever come up with.
Dumbledore clearly knew how incompetent Gilderoy was. There is no way he couldn’t. The most powerful Wizard in the known magical world was not going to be hoodwinked by some con artist. So why hire him?

Well, Hagrid eluded to it. There was nobody else wanted the job. Or was that what Dumbledore wanted everyone to think, when in fact the real reason is Dumbledore took one look at Lockhart and thought:
“Nope, there is no way this guy could be a Death Eater. He’s hired.”
Death Eaters were still kicking about, albeit not so publicly in Harry Potter and the Chamber of Secrets but they were still around. And after what happened in Harry Potter and the Philosopher’s Stone with Professor Quirrell, it became more than clear that Voldemort’s supporters where about, and able to breach Hogwarts castle.

So, Dumbledore had to be more careful now. He had to choose someone who could not bring harm to Harry. So, he picked the most incompetent, and unlikeliest of person, who would be a Death Eater. And Gilderoy Lockhart was the number one choice on that list.
A perfect, genius and hilarious reason to why Dumbledore hired Gilderoy.
