Oh, the CDC! This was first mentioned by Morgan. After he meets Rick in the first episode, he explains to him at the initial evacuation, the center would be a safe zone for refugees. Rick had his mind on this place since then. When the camp was deemed unsafe and unlivable, he convinced the group to travel to the CDC with him.

When they first get there, it seems deserted- all the doors had been locked up. An approaching horde of walkers spreads panic throughout the group. While they’re walking away to avoid to walkers, a security camera starts moving. Rick knows someone’s in there and begins banging on the doors, demanding they let him in.

Eventually, we’re introduced to Dr. Edwin Jenner (Noah Emmerich), the man who finally opens the door for them. He’s the only one left in the CDC. Everything seems fine here, at first. They get beds to sleep on. They have hot water to shower with. They have books they can read. They have hot food to eat, and wine to drink. Jenner even tells them about the virus, and how it takes over someone’s brain. It seems like a place they could stay in for awhile.
