What’s the Governmental Structure in Labyrinth Town?

Now this is a question I’ve lobbed at The Wizard of Oz, the movie as opposed to the books. What’s the day-to-day look like in the Goblin City? We know Jareth is the King and it’s evident he rules with an iron fist when he’s not stealing babies and dancing. But what is everyone else’s role in the city? How do these goblins make food? When Sarah is wandering around the makeshift Versaille where she meets the door knockers and Ludo, what do they do the other 364 days Sarah isn’t around. Are the things who baited Ludo and attack him with weird fetus monsters on sticks part of Jareth’s crew? Or are they some type of rogue gang?

I want to see a movie where we learn what the governmental structure of this city is like. I know if this is all in Sarah’s head then there’s no need to elaborate, but with such an imagination it’s hard not to think of the minute. Why does the outside of the city look way better than the Goblin City? Is everyone poor or are their wealthier goblins? That worm Sarah meets in the walls sounds like he’s got a nice life, with a wife and some type of home. Are there families and goblin children living here? Questions, questions.
