2023 will be after Fantastic Beasts 3, and potentially after Fantastic Beasts 4 as well. It will all depend on how quickly production begins after the third installment. If there are delays after the release of the new movie like what happened after Fantastic Beasts: The Crimes of Grindelwald, then there will most likely be only one other new movie until the new theme park opens.
Updates can always be made to the new park even if it opens before all the movies have been released in theater. So, for any of you concerned that the park should not open any dedicated Fantastic Beasts element until the movies are complete. There is no need.
